How do i use the boot skin??

i really want to know fast it looks cool just tell me where to put it/install plz..

You will not get a better answer, if any at all, by being impatient.
To use the bootskins, you will need to install Bootskin https://www.stardock.com/products/bootskin/
On top of each library you will find a link to the program needed to use the skins.
