How do I create my own XP Theme?

How do I create my own XP Theme? I want to make one, but I dont know how to even start. Do I need to download a program? Or do I have to get into some XP files on the computer? Please help!

there are free versions for most programs. They are limited when compared to the registered versions but alot of people seem to live with the limitations. Follow the links at the top of the libraries and you will see your options.

At the top of all libraries are links to the software needed to run the themes shown in that library. There are different kinds of software that do all sorts of different things. Check out the object Desktop package. Its everything in one for a great price. Then there is literature with each program to get you started.
