Is there a way to keep an application (like Tab Launchpad) within all my virtual desktops?

Add it into your locked windows list? Always worked for me both with Control Center and BandVWM. Rightclick -> 'Configure Virtual Desktops' -> Locked Windows -> Add.
I say 'worked' because OD+ now replaces TLP - OD+ is not so cooperative with virtual desktops IME.
