It's a configurable, and skinnable replacement for the desktop menu.

It's a customizable right-click on the desktop menu. Some screenshots have been posted on this other thread about it: https://www.wincustomize.com/msgboard.asp?BID=WC&id=312375
It's multilanguage in the sense that you set the name of the menu items yourself. So if you write them in French, they'll be in French.
