Recommended Tools / Icon's Objectdock

What tools are recommended to make icons for ObjectDock. I have made a few just using photoshop, but to make the 3D effect and such, I have tried a few different programs, none of which I like. I just want to create a few for icons that others have not already made... any help would be appreciated.

I use Paint Shop Pro 8.10, to create PNG files, and if I want to convert them to ICO files, I use IconWorkshop. That's all I can recommend, since I don't use anything else.

Not just for the icons, what about the 3d effects, the shadows, the light reflection, etc..?

For the most part...those are done using the graphics programs (like PSP, Photoshop, etc.)...usually with effects or plugins.
