IconPackager: What exactly is Smart Package Loading?

I'm not finding any documentation on that option in IconPackager.

is it something to do with when you have one icon representing multiple file-types or whatever, and IP only packages up that single icon and references it multiple times - whereas before it would include all the seperate identical icons with different names...?
I'm not 100% sure but I think that's what it is.
