why does it always give me a maintaince error each 5 minutes?

2 reasons.......
1. Maintenance on the server
2. Your user level (2) assigns you to the lower end servers. (which are very crowed) The primary servers are reserved for Stardock customers (level 3), and WC subscribers (level 4).

Site is kinda slow for me today also is there some maintenance going on or are we starting to impliment the new site?

You're on a secondary server with a very high load.
The solution is to subscribe.....faster, dedicated access...
