Are there any free programs to make skins?

I want to make skins but i don't want to have to pay money for it. If there are any programs out there which are free and you can make skins and icons etc. can you please tell me there name.

gimp - is free it is a graphics proggie. You'll need it or something like it in addition to SkinStudio to make WB skins. Most other skins can have settings edited through the program itself or using notepad, just add you own graphics.
