Windows Blinds maker Software?

is there a program to make your own windows blinds themes? i downloaded a few and wanna make my own so please post the program or how i can make one thanks

Fuzzy noted Photoshop. It will only work on 2000/XP. BUT, Photoshop Elements (totally different box) cost 1/5 of the price of full blown Photoshop, ($90) and you can do pretty much the same things as in $650 Photoshop (more expensive than a decent 4 MP camera). So what if it takes quite a few more steps??? The result is pretty darn close!!!

You'll need SkinStudio and any good graphics program. The usuals are Photoshop (expensive), PaintshopPro (reasonable) or The Gimp (free).
All you need then is lots of patience, practice and maybe some tutorials (plenty of links right here).
