How To Create Skins?

Ok im new and um i just changed some skins of mine and wanted to know how do i create skins? i wanna make some skins for boot ups and logons and all that good stuff, im good at making graphics and wallpapers with photoshop and what not, can somone post like the software i need to make them? im a fast learner so i can pick it up quick. thanks
