What can I do to have transparent window backgrounds and borders?

I've looked through themes for windowblinds and desktop x configurations but I can't figure out how to get my windows' backgrounds to be transparent. I basically want something that will have opaque text but completely clear everything else, with a border that can be set to transparent or slightly transparent. Any ideas what I need? I have window blinds, perhaps I have to get a certain skin? If so can anybody suggest one? Thanks!!
