turn tga file to png?

I am using photoshop but i there a special process that I use to turn the black from a tga transparent?

Using reshacker I replce the bitmaps whith another bitmap but i get the black around the icon on the explorer toolbar, then I decide to make the backgrund of my bitmap the color that matched my toolbar(grey)then I replace the bitmap.
The problem is that it seems there is no transparency to the ions when reshacker replaces them (since it only replaces .bmp files).......so as a result wehn I highlight(mouseover) a given icon in my explorer toolbar I can see the "grey"(looks liek a grey box with the icon in the middle) around the icon.
Is there an app that can replace that bitmap from inside the dll with the transparency surrounding the icons?

There are progams that can extract the icons from dll files. I use graphic workshop professional. At last glance, there was a full working shareware version. The program in that collection is called resource extractor. Hope this helps.
