turn tga file to png?

I have a tga file and has all this back stuff around the icon that I want to convert to a clean png without the back borders.
I am using photoshop but i there a special process that I use to turn the black from a tga transparent?

I assume that these are probably toolbar icons that you want to edit. So, I suggest that you open them with SkinStudio. SkinStudio can convert windowblinds toolbar icons to png so that you can edit them easily. Make sure you put a check in the proper box and add your paint program(the one that can work with png files) to the top of the editors list. The settings for this is in SkinStudio Program preferences, under editors/image editors.

ok I got lil problem...........I can hack the shell32.dll bitmaps (214,215) represent the toolbar icons in explorer but.........just dosent turn out right.
Using reshacker I replce the bitmaps whith another bitmap but i get the black around the icon on the explorer toolbar, then I decide to make the backgrund of my bitmap the color that matched my toolbar(grey)then I replace the bitmap.
The problem is that it seems there is no transparency to the ions when reshacker replaces them (since it only replaces .bmp files).......so as a result wehn I highlight(mouseover) a given icon in my explorer toolbar I can see the "grey"(looks liek a grey box with the icon in the middle) around the icon.
Is there an app that can replace that bitmap from inside the dll with the transparency surrounding the icons?

Are you trying to modify the explorer toolbar icons? If so, you need Skin Studio. As far as hacking microsoft .dll files, I can't help you there. No programs here hack microsoft files. I suggest you try something like StyleXP. We tend to frown on hacking microsoft system files here. It's basically illegal, and this site is conscientious and friendly with microsoft, and supports copyright laws.
There are progams that can extract the icons from dll files. I use graphic workshop professional. At last glance, there was a full working shareware version. The program in that collection is called resource extractor. Hope this helps.
