Your probably talking about Bootskins. Some people show a screenshot before the pic was reduced in color. I don't know why. Its false advertising if you ask me.

Yes, the bootskins is what I was refering to. To enable the bootskin to work with XP it can only have 16 colors.
I did a couple with Paintshop & Photoshop and they in no way turned out as detailed as what I've seen on this & themexp site.
