You need the program WindowBlinds from Stardock.

Place the file in your windowblinds folder. Open WB configuration and click install skin from disc. Find the file and you should be all set. You will need to close and then reopen wb config to see the new theme.

Your file association got whacked somewhere. Download a WB skin, right click on it, click on 'Open With' and point to C:\Program Files\Stardock\Object Desktop\WindowBlinds\WBload.exe.
