I got Photoshop Elements bundled with my scanner. Haven't really ran it yet.
Not too sure if I'd jump on the PSP bandwagon before thoroughly testing Gimp.

You can pick up PSP7 on Ebay pretty cheap. $20-30 or so.

Major Dittos....PSP 8.10....I'm basically a n00b with graphics proggies and it's easy to use and there is a wealth of info and tutorials available on the net

I think PSP5 is available for free download...and/or on Magazine CDs....that'd be an ideal starting point....free and enticing and the same interface as the later [more powerful] versions...so what you learn on the freebie will benefit you on subsequent purchased versions...

It was, that is how I got my copy. PC Plus http://www.pcplus.co.uk/ gave away the full version of PSP5 some time ago. It was in issue Issue 201 - Disc 3.

I've downloaded the free 60-day trial from Jasc's website wow, is that ever easier to use than the GIMP!

I'd probably buy a big ole set of pencils, some charcoal, some sketch pads and maybe a couple of canvas boards

_footsie_ got it right, of course. You will learn FAR MORE about graphic art, etc with the 'real' media.
It 'should' be a prerequisite for anyone attempting digital art.
A scrap of paper, pen and/or pencil will cost next to nothing as well....
