What Tool To Create Bootskins

Can anyone tell me what tool would I need to use to create a bootskin, or how to modify an existing bootskin.

Any graphic program from MS Paint to PhotoShop will do.

I tried to open an existing bootskin and MS Paint replied that it was an unsupported format. I must be doing something wrong, I just don't know what.

Rename the .bootskin bit to .zip, and extract the contents. Edit the bmp files.
