My computer is messing with my head or I have totally lost it

I Downloaded this skin https://www.wincustomize.com/skins.asp?library=1&SkinID=4172 this morning and it was 984k in size. The author has updated the skin and it now shows it's supposed to be 252k in size. When I try to download again, I don't get the new file, I get the old file. I'm using IE6 on WinXP SP1 and I'm on dial-up using Earthlink Accelerator. Here's what I've done to try and fix it and get the newer file.
1. Cleared the Accelerator program's cache and disabled it.
2. Cleared IE6 Temporary Internet Files.
3. Ran MS Disk Cleanup and cleaned out even more temp files.
4. Connected to the Internet on a different dial-up number.
5. Used WC's killcookies.asp
6. Logged off from WC and I was still able to download as a visitor, but it was still the old file.
Can someone else try Downloading this file and tell me how big a file thier system is reporting.

Good thing I checked the messageboard so you wouldn't think it was just you. I just got finished posting a comment for that skin.
I just downloaded that skin and it's 984KB. I hadn't been on the site before today and didn't see the skin before the update was posted. So it can't be a cache issue. Same results in two different browsers so I think it's safe to say the streamlined version for some reason is not the skin available for download. The original version is still the version one gets when downloading.

Thanks DWatson for my sanity check....must be something to do with the Uploads here, because I just tried downloading https://www.wincustomize.com/skins.asp?library=1&SkinID=4163 to get his updated file and I got the old one

Yeah the old onyx is around 638 and the new onyx runs around 741 k, if you want the new one i can send it to you

The version I downloaded was 741k....is it still showing the black on the titlebar in WBConfig?

Something really weird going on....I deleted the wb folder for Onyx-Eco and applied the new one and got the same black title bar. I looked at the file size for the one you sent me and it said it was 741k the same size as the one I downloaded from here.

Try deleting all the related files in the windowblinds folder. Sometimes skins (zip files)remain after I d e l e t e them. When I install the new theme it doesn't overwrite the old one properly and the file doesn't change. Just a thought.
