At the top of each library there is a short description and a link to the needed program. What themes are you trying to download?

Ok, lets not get something started here. 
megansdahme, depending on what kind of theme you are looking to use that's the program you will use for it.
If you are looking at WindowBlinds then you can look towards the top of the page and you will see a link for the WindowBlind website. you can download the program there. It will be the same for any of the Libraries you go to.
