Best program for cursor creating?

I've seen so many wonder cursors for CursorXP and have downloaded tons of them. Now I think I'd like to try my luck and making a few myself. What is the best program to use?

line up the png's for your animation with AniUtil which you can find the link to download at the bottom of this page.
