Artrage, it's free. Twistedbrush has a free trial, then you have to buy it, the cost isn't too bad. I'm sure it depends on what kind of wallpaper you want to make. Those two I listed, are for the most part freehand drawing and painting programs.

hi it's me again i took your advice and the only one i could get for a free trial was twistedbrush i made a wallpaper it's kinda rookie looking to you guy's wallpapers but i was wondering how to get them onto wincustomize any help would be great thanks!

Forgot, Corel Draw and I guess you could use MS Paint.
