how do i install the window blind thing

like when i im looking for 1 then i see the download thing on bottom rite then i click it but then it dls after its done when i click on it says dl again

After you've Downloaded the WindowBlinds program, go to the folder where you Downloaded it to and click on the exe file, this will Install WB (WindowBlinds). Then go to your Display Properties and Select the Appearance tab. In the Windows and Buttons Combobox is a list of the WB Skins that were Installed with WB. Select one and hit Apply. You should now be skinned 
Go here https://www.wincustomize.com/skins.asp?library=1 to get more skins for WB. They should Automatically Install and be Available after Downloading. If they don't, just go to the folder where you Downloaded the skin and click on the wba file
