I have bootskins however I dont use a logon screen as such. Just the Welcome and Shutdown screens

I'm sorry but I'm not entirely sure what you mean however i have an idea, is it a screen that shows up before or after bootskins has finished loading?

By loading I mean doing what it is us mean to do, loading your porgrams from powerup

Shows up after the bootscreen. Blue background with the word "Welcome". The other one is the same blue background and says :Your Computer is shutting down.

If you mean when you power on your computer you need BootSkin which can be found here https://www.stardock.com/products/bootskin/ Juyst scroll down to where it says download now
