Tool Bar Background and text

When ever I change skins and I position the cursor over an Icon I do not get the background and text that is supposed to come with that Skin I usually get a dark blue background and a dark text. My work around for this is to a skin such as cell or brim white make it the skin then change to the skin I want such as PUP and then it keeps the background and text of the old skin Grey with Black text. I was wondering why this happens I hope some one can answer this question

This happens because the author of the skin didn't set all the colors in his skin. You can open the skin yourself in SkinStudio and fix it, that way whenever you apply the skin, the colors will show correctly.

Just how do you do this in Skin Studio as I do not have it loaded and am not familiar with the use of the program

Right click the icon in the system tray and click reload current skin. This is the easy way around it.

I have noticed this happening more and more lately. When I run treetogs antares skin it takes a couple of reloads to get rid of the yellow text of that skin.
