Maybe you can help me a bit further. When I edited the ToolBar Icons and replaced the PNG's with the ones I wanted, thenran my mouse over them while still in Skin Studio the Mouseover effect showed the original icons.
Also, I saved them in the same way I would when I make any changes to the rest of the skin-click File and then save. But when I do this the toolbar doesn't show up in my ToolBar skins.
So I tried the same process in a skin already having a toolbar associated with it and the toolbar reverted back to Luna Default AHHHHHHH!

You must also add the attribute to each toolbar section or else it will always show the default icons.
Also remember to save the new icons as .tga not .png

Open the program Preferences dialog, and under Image Editors check the "Convert TGA files to PNG before using image editors" box.

They apply the same to the 4 sections (Internet Explorer, Windows Explorer, Miscellaneous and Go Button) They are all located on the left tree under ToolBar Icons.
In order to view these icons on a skin you must have WindowBlinds 4.2
