How do I uninstall a bootskin

I am having problems with WinXP not starting correctly it is trying to go into safe mode. I want to remove the bootskin but I am not sure how...

Control Panel, Add Or Remove Programs. Just remove it there

Click on Bootskin and choose the default setting.

When I used bootskin it did the same thing (reboot twice then either go to a blank cursor or go to the safe mode menu) can anyone tell me why it did that?
