Despite having made my own, Doublet is one I would go back to and would point people to as exemplary - not least because of the consistency across a whole scheme.

I personally would agree with the Top Authors list as given on that one. Not sure about the order though. Adni18 and Pixtudio make some awesome skins. 
Then, I'd have to include ToonXP in the list too. Oxiglass is really nice too. Just too many great ones.

Not many will agree but Matrix_Xtream and Iboni are top notch. (Not to mention the still unveiled WOM's 1st skin)
