Software Suggestion

Well guys and gals.. Im sitting here debating which program to use to start creating wallpapers. I wondered if anyone had any suggestions? I already have PSP 8 but have lost all of my plugins... so any suggestions for those as well?

There's a lot of free plugins out there on the net....
Do a google for "free plugins" or "free paint shop pro plugins"
BTW.. a lot of photoshop plugins will also work in psp.
I think I remember stumbling across a site called the pluginsite.com a while back, which has some good plugins.
But as DesignCaddy says... you don't need plugins to make a good, or even spectacular wallpaper.

Harald Heim's site, The Plugin Site, http://www.thepluginsite.com/resources/index.htm as WrecklessEric mentioned, is indeed the first place I would go to look for plugins and filters. He has several great free and commercial plugins there, and there are some really informative articles and a very helpful forum there for help with plugins and filters.
As I have gotten more familiar with my graphics programs, I find that I am using less and less plugins and filters, but there are a couple free filters I couldn't live without, especially when working with bitmaps. Eliminate Black and Eliminate White. Eliminate White is by Etsuro Endo, http://www.freephotoshop.com/html/etsuro_endo.html and Eliminate Black is by Joe Cilinceon, http://www.freephotoshop.com/html/joe_cilinceon.html . These two filters are incredibly handy for cleaning up fringes and jaggies caused by antialiasing or blurring on bitmaps. They also come in very handy for creating partial transparency and ghost images and blending one image into another. Whitewash by Red Prince, http://www.redprince.net/whitewash/ is a more complex but flexible version of Eliminate White and also is very handy to have around.
Also, don't overlook the filters that come built in with PSP8... the standard effects that come with the program are very powerful when you learn how to use them. You can even build your own filters with PSP8 using the arithmetic and user defined filters palettes.
At any rate, the links I just gave you have even more links stemming from them for access to a whole lot of free and commercial plugins. Just try not to get filter frenzy and start to believe that the plugins and filters are a substitute for talent and effort... because you'll wind up very frustrated and disappointed.
