Making SKins

can someone please tell me how to make a skin?? i know that you can do it in photoshop i just dont know how to do all the menus and buttons and all that other stuff. so if someone could please help me thank you

It also helps to "tear apart" an existing skin to see how it was done. Find a style you like and one without all the bells and whistles

Assuming you mean WindowBlinds, this tutorial, although not up to date, is a good place to start.
