How do i get a tool bar??

hi i have the Doublet WindowBlinds theme. i got everything but not the "tool bar" like the one shown on the top. i was just wondering what program i need. thanks for the help.

Right click on taskbar> Toolbars> New Toolbar> Make New Folder (call it what you want)> OK > Now the folder you named is on your taskbar next to the system tray> Drag that button to the top.
It will look like that ScreenShot :0)
P.S. You can drag and dr0p Icons to the new toolbar, or just put them into your (named folder)
P.S.S. You can also edit the toolbar to not have the folder name also.
