PNG to .ico convertion

Hi, could someone tell me:
1)How to convert a PMG or GIF image to .ico 128x128px
At Microangleo it's possible, but only can open GIF's ones of 62x62px or saaller.Advise me for a software that allows it.
2) If I create an 128x128px image (PNG or GIF) How can I develop multiple sizes (128,64,32px)icons that at the moment of the icon openning at a sofware we can se all that sizes.

Bingo. Use that.
I tried to use sushi and I could get it to work for me....
I think Icon Developer and maybe Icon Forge allow you to make a 128x128 icon out of a png and have the program make the other sizes for you.... I think.

hmmm, usually people complain when an app does NOT work. nah, it works fine and you´ll just drag and PNGs to create an icon.
the free version of IconDeveloper supports a maximum size of 32x32 so that´s not really an option, and if you´re going to spend money than you can just spend a few dollars more and get what most pros use: Axialis IconWorkshop http://www.axialis.com/
