Ah, Sorry, the best way to find out is to disect the skin that already has it 
Have a good look at how it is done by loading "Killer" into Skinstudio

set the width of the the user panel to whatever the width if the programs panel is + 50 to 60 pixels. example: if the programs panel is 190, set the user panel to 250 and adjust from there
