I think the "Ice" shipped skin needs a little tweak

I had the "Ice" shipped skin loaded and realized I wasn't seeing the window caption text on one of my "vintage" [cough] programs that uses the UIS frames.  To be sure I hadn't tinkered with the skin, I deleted it and installed it again from the wba included in the WindowBlinds "IncludedWBAs" folder.  Here the SkinStudio page for the UIS frame captions of the freshly installed skin:

I changed them to match the colors in the Per Pixel captions and of course it's fine now.
