Can someone please tell me how to install a theme once o have downloaded it from wincustomize

If its a Desktop X theme you'll need the desktop X program. Winstyles for winstyles, WindowBlinds for windowblinds, etc.
Look at the library from which you downloaded the theme and look at the top of the library, above the various uploaded themes/skins/whatever for more information about the software you'll need to use the theme/skin.
