How come when I apply a skin it never changes? I see it in everyone's screenshots, but it always remains the same, boring XP sign off screen.

I think you are talking about LogonStudio, which can be obtained from www.stardock.com

You should also consider that this only works if You are not member of a domain in a network.

I have LogonStudio. Just to clerify, I am refering to the Shutdown screen (Standby/Shut Down/Restart).
