XP common tasks

Hi,
Does anyone know how to change the orientation of the common tasks (previously webview) bar in explorer?
Instead of down the side I want it across the top of the folder view. I also want to change the colour of the background depending on what folder I am in. If anyone knows where I can find this information out please let me know as I have searched everywhere I can think of...

I think that was an feature that was available in Win98SE-ME no longer available in XP

I don't think there is any way to change the orientation of the Common Tasks, that is set by MS. 
Window background coclour can be changed, but the colour set applies to all windows, it would be better to apply a background graphice instead, this could be in one colour.
The graphic can be set by right clicking in the right hand pane (open Folder) of explorer, and selecting "Customize Folder".
