How come some stuff isnt rated?

i was looking for bootscreens and noticed that some of them arent rated.

only one of these boots are rated but how come not the others?
the reason i am asking that is because i usually search by rating and these would show up last and well, i think that thats why those boots have so little downloads...
i thought that when skins go through "moderation", that they get rated, dont they?

After the server crash, some uploads bypassed moderation (but recieved no rating) due to a glitch............ I'm placing the ones you have pointed out back in the cue.....
