Creating skins from scratch?

I was wondering if it is possible to create a skin from scratch and not using a template like Diamond

Creating all the graphics for skin you can make yourself, Would need some program interface to be able to apply.
Kinda like windowblinds. They are created in Skin Studio so they can be used.
