....I wanted to create a CURRENT thread where users can post their thoughts on how WinCustomize can improve (not that it isn't doing a SMASHING job now 
)...I think that if we all post our opinions, it will better the environment here...
And to start the thread:
1) I think skin rating should only be available to Users with level 4 or 5 and higher...allowing others with a lower user level to vote can make the rating system biased, especially because while User Level 5 skinners are well known and have proven to be kind and helpful to this community, some with Level 3 haven't, and can still be biased (and hence possibly immature) in the rating process.
2) Old skins should be retired, like maybe after a week with no downloads, or only a few downloads, the skin should be "retired" or deleted. This would create more storage space, and could reduce bandwidth.

Seriously, I'd like to see moderation across all categories. I'd also like to see more strict standards. I can't tell you what a pleasure it is to surf the wallpaper category here vs. other sites.

more moderation would be a good idea...there are too many submissions, some even awful ones, that end up pushing other good work down the skinning ladder...

Gear7...there is still a problem with making these works visible to a 'larger number' of people whan they may be lewd and/or copyright issues. The idea has some merit, however...
Moderation?....I'd like to take a wander through the entire wall section [and logons and bootskins] and perform a cull.
But, generally applying a filter by rating tends to do that anyway....not all that many highly rated works are 'universally' horrible, just maybe not one's personal taste...

All new skins would be put into a special "waiting to be accepted" area where only members with the ability to rate could enter. If the skin has a certain rating or better, after a predetermined amount of time it is automatically moved to the main listing.
That way no one could say that they are being picked on by the admins. If the skin isn't accepted, it was the combined decision of many people.
This would also add another incentive to subscribe.
