What does Stardock Certified mean?

I have noticed a few items at wincustomize that have an icon with the words Stardock Certified beside it. What does this mean? How does that item get it's certification?

I believe it means that Stardock has tested and approved the skin. When new features are added to WindowBlinds for example, someone has to make a skin that shows off these features, therefore it gets the Stardock seal of approval for quality and features.

I am kinda guessing at this stuff..... I'm sure someone will point out if I am wrong.

Well they don't just assume it with a Bogus nick and a just as bogus email address...
