How do I make OPEN my first option?

left click on Taskbar, open Start Menu Options/Advanced and click on My Computer/Open as KMA Click apply.

Do you mean the 'open' option is missing completely?
This happened to me a long time ago through uninstalling the Stardock Object Zip utility. IIRC it also occurred with other Stardock apps. It was sorted by GreenReaper who had the right registry patches. It's archived in this Google newsgroup thread (sorry about the wrapping)

I have the Win98 patch but no way to get it to you. Maybe GreenReaper will see this (or you could email him and ask nicely?)

Yes, It is just right click away to choose open, but I prefer it to open on Double Click LOCAL DISK like it use to.

What do you get if you look in Control Panel->Folder Options->File Types->Folder & click on "Advanced"?
You should see (possibly) among others 'Explore' and/or 'Open'. If 'Open' is there and not shown in bold (means it's the default) then highlight it with the mouse then click on "Set as Default".
In all cases I'm speaking from a Win2000 perspective. YMMV if you have XP.

Do you know how to add it? It says add new, but when I type in OPEN it doesnt accept it.

The 'Drive' seems to be a subset of 'Folder' with only the extra commands needed to make it particular to that class.
Similarly with the 'Directory' class.
i.e 'Drive' and "Directory' are 'children' of 'Folder' (my programmer days are waaay long in the past but this it how it looks to me). The commands not listed in the 'children' are passed up to the 'parent' (Folder) to handle.
On my system (where the drive behaves as normal) it too only has the 'Find' option listed.
I'm guessing when the 'Drive' object receives a doubleclick (or open) event, it passes it up to the Folder class to handle.
It shouldn't hurt to try it

Checked FOLDER, and it is set on OPEN but C: still opens command window.
Guess Ill have to get use to right clicking open from now on

Below is the Folder class from Win98, but it matches my Win2000 exactly...
I suggest opening Regedit & comparing with yours & fixing if necessary BACK IT UP FIRST
My guess is that you've somehow got 'command.com' in yours instead of 'explorer.exe' at some place.
BTW, the '@=' refers to the 'Default' entry you'll see in Regedit.
After this, I can't help you any more

Followed the registry, checked it twice, and it took my FOLDER away
Im sure glad you said BACKUP
after I finished the registry, every thing opened in COMMAND.
Im going to try it one more time without changing some of the Values, I think XP is different on some of the values listed above ( I keep them like they are )
