how can a citizen contact other citizens

I KNOW THAT THERE ARE FORUMS TO DISCUSS WHAT I MEAN IS THERE A WAY TO GET A HOLD OFF ANOTHER CITIZEN E-MAIL, TO ASK THEM A QUESTION WHEN THEY ARE NOT LOGGED IN

Sometimes there is an email address in their profile, if there is not then they don't want people emailing them
