what's the different between those 2 program? which one should i get?

Object Desktop is a suite in which Windowblinds, IconPackager, Window FX, Desktop X, etc. is available. You get updates for one year. Stardock Central is included; you use it to get these apps.

Perhaps he meant Component Manager and Stardock Central.
