Boot Skins, how do you make them?

I might sound really retarded asking this, but how do you make boot skins?

BootSkin skin are as follows

16 Colour(4Bit)
640x480 resolution

If you are going to use the Progress bar, make sure it uses exactly the same palette as main picture

Use an .INI file from one of the premade Skins

Also... read the readme.txt file included with the program. That is very important for the placement of the progress bar.
