How do you Make those wonderful Toys?

I've Been on and off this site for about a year and I've see wonderful stuff.. I like what everyone is doing, and yes you've got me on the band wagon too..I've tried to make up my own windowblind skin....that faild. Wallpapers are kind of easy..But I realy what to know is can someone tell me how do you make the XP cursors...Is it some that I can do?or is it mind blowing like the Blinds....what program do you use?Please help. I have some Kool ideas
