If I open IE it will act like it is trying to connect and it just cant
it loads to about 34% and sits

A virus won't affect your disk....assuming you mean CD disk...it's read-only...
In task manager you are looking for instances of 'iexplore.exe', not 'explorer.exe'....the latter is your shell....the former is the Web browser.
If a failed process is still running [but not showing as a window on screen] opening, or trying to open further instances will do nothing.....you'll need to 'kill' any existing ones first....

I tried to redownload IE6 and got to a download station, but it wouldn't download anything.

Then i just rebooted... twice.
Would turning it off, and then back on be better?
IE is not in the task manager except when I try to use it. It goes away when I close the browser.
