Ok i have a couple of questions??? 
1 How do i keep my icon from refreshing. I finally changed them all and i want to keep them, how do i do this?
2 how do i get my picture off the sign on screen and fix my name in the start bar?

Not sure about question #1...
But for #2...If you have Computer Administrator access (ie, it's your computer and you're the only one that uses it), then you should be able to go into the user accounts area and make adjustments, including removing or changing the picture.
To do that...either go to your start menu and click on the user picture, or go to Control Panel>User Accounts....then to change/remove the picture, click on your user name...it lists the options, which includes to change your user name.

Vtach, if you find a solution to problem #1, please let me know. I too would like to see something that remembers your icon positions and returns them after they refresh. It can get very annoying...I feel your pain. >
If you're talking about a 'sign-on' screen, do you mean the Logon screen? If so, I don't think you can remove the picture, you can maybe disguise it with a blank picture.

All the other logons have changed theirs? So how do i do mine???

1. What do you mean by your icon refreshing? Are you talking about your account picture or your desktop and system icons? If you are talking about the system and desktop icons, sometimes you might lose a icon that is set when you switch icon packages and then restart your system. If this is the problem, you may need to rebuild your icon cache after switching packages. Or you may want to reset your icons to default before switching packages and then switch packages. You can find these options under tools in iconpackager. If you customize the packages and you keep losing the custom setting, you may need to resave the package as your modified version of the package. OR you can create a new package with a different name. But, if the custom icon is not present in the package folder, you may want to copy it there.
2. What do you mean by fix your name in the start bar? Are you unhappy with the choosen font because it is too pixelated, and you want a different font? If so, then you want to use Skin Studio to change it.
For user pictures, you can uncheck the box in the user override section for the start menu picture in the windowblinds advance configuration. WBAC is the button in the appearance tab of display properties.

You can also change your administrator name in User Accounts. You can also create a new administrator account and choose any name, and then delete the extra administrator account that you don't want. But, be careful doing this, because it may not be accepted or you may lose most of your visible programs and settings. I would create a new one and only delete the old one once you are sure that everything that you want is present in the new one. Or, just change the name of the original one. But, be careful doing any of this because if windows screws up you may be locked out of your computer. It happened to me the first time I did it and I had to reformat my hard drive and reinstall my system. Good Luck.
