Please Help!

I accidentally blocked one of the Windowblinds files, cause I think some program was uploading it or something. So I clicked on block to block the file from uploading, but now it's not working on my computer so when I activate a theme the top bar is non-functional and I can't close the page, cause the minimize, close buttons are not working. Windows explorer works fine. It's just the windows apps and settings. I am trying to find out how to unblock the file, but nothing seems to work. I can't find a list of blocked files and I tried looking in properties for every executable in the windowblinds folder but there were no unblock options on any of them.
Edit: Got it to work! Just don't know what I did.
