best program????

hi all., just wanted to find out what everybody thinks is the best and easiest program out there to make buttons; arrows; start buttons and all the other items you need to make a skin im having a hard time with wb reconizeing the file extension >

Not sure what your problem might be,...any graphics program should save to the usable extensions..bmp,.tga even .png
