Not available in Edge only in Edge beta. I installed Edge beta on my Windows 8.1 laptop and the dark mode works really well though some things are hard to see.

I dunno guys. I tried it in Vivaldi and Chrome. I works but there's little annoying quirks. Think I'll pass.
