Do some tuts to get the feel of the program you are using and then it's up to your imagination.

lots of lense flare and glowing spheres make any thing look really cool 
but really just practice with ur program of choice and use the tutorials around the web

mattboy in the UK you can buy magazines that cover programs like Photoshop, PSP, ect. I don't know what country your from but, Go into your local shop and see if you can buy such magazines.

A good word of advice about photoshop,
Don't be afraid of working pixel by pixel, sometimes that detail is what makes the difference.
Also set the resolution up high.
